MEETING MINUTES
December 14, 1999

PRESENT: Joe Lipchitz, Janet Leggat, Ken Lavallee, Dale Marcy, Bill Lipchitz, Marshall Field, Bob Flynn, Kathy Brown, Jim Canavan, Chris DeFeo

Today's meeting was held at the Enterprise Bank Mortgage Center.

· With the help of Bob Flynn and members of the sub-committee, Dale was able to outline on a map the residential buildings in the downtown. Unfortunately, the information is not completely accurate, but according to the last Census tract, the population downtown is about 3,000. When the map has been completed, Dale would like to talk to a Realtor to find out what the demand for housing downtown is, as well as building owners to find out what their plans are. The end result of this project is to determine the potential of additional downtown units. If building more upscale housing, someone must look into the economics of this project such as cost advantage, economic impact on the city, etc.). When there is more information, we will ask Linda Silka to help us.

· Ken Lavallee reported that that Lowell Police Department has been working on a public safety plan for y2K and is confident that everything will be fine.

· Kathy Brown reported that the Department of Economic Development has been working on outlining objectives for 2000. Many questions that have been asked by the CCC regarding demographics will be answered. There is an aggressive plan in place with the first target area is getting "soft" marketing done that is based on demographics. Also, a number of sources for the Artist Live/Workspace have been identified. Kathy is putting together a press kit to give to real estate brokers, and will also be hosting a grand broker tour in March.

The next Center City Committee Meeting will be Tuesday, January 4th. The new location for the meetings will be in Enterprise Bank's Commercial Lending Conference Room @ 170 Merrimack St. on the 3rd floor (it is around the corner from the training center).
