MEETING MINUTES
November 2, 1999

Today's meeting was held at the Enterprise Bank Conference Room.
Discussions continued regarding the housing in downtown and how the committee should continue with a feasibility study. As requested last week, Bob Flynn and Kathleen Brown brought in maps of the downtown for Dale to use as a basis to go by.
Kathy Brown described a conference she attended last week in Chicago, whereby a process was explained as to how to build a Master Plan from the ground up. This would involve meeting with neighborhood groups, others in the downtown, city officials and business owners. Kathy would like to see if this process could work in Lowell and will be hosting some round table discussions to find out if this is feasible. In creating the Master Plan for downtown, it is important for city officials to buy into it in order to make it work.
Molly suggested holding "community conversations" that could be done at MCC. The assembly must be inclusive of neighborhood groups, and city officials, etc. which could be a long-term approach in determining what the community wants for the downtown. We may find that many of the priorities will be overlapped and would be an opportunity to refine it so we could have a plan.
Kathy also announced that there are 28 kiosks set up throughout the City. There
is one on Merrimack Street near Barnes and Noble. Members of the committee
commented that the new lighting downtown looks great.
