Public Hearing for Proposed JAM Urban Renewal Plan Changes The Division of Planning & Development invite you to a public hearing on Monday, August 25, 2008 to discuss the proposed Jackson/Appleton/Middlesex Urban Revitalization and Development Plan (JAM Plan) amendments needed to facilitate and support the development of the Hamilton Canal District.
The proposed JAM Plan changes include:
- The extension of the JAM Plan boundaries to include the parcels that comprise the NPS visitors parking lot. The designation of these parcels for acquisition and disposition;
- The designation of the parcels that comprise the Hamilton Canal District site for disposition consistent with the Hamilton Canal District master plan - i.e. designating the disposition parcel for the Judicial Court Complex and the Hamilton Canal District project;
- The designation of parcels within the boundaries of the Hamilton Canal District site for a proposed land use and zoning of mixed use, with the end zoning regulation of a form-based code within these boundaries;
- The updating of the proposed transportation improvements section to accommodate the new roadway through the Hamilton Canal District site, the extension of Jackson Street to meet Fletcher Street, the possible relocation of King Street to accommodate the Judicial Court, and all of the pedestrian connections to and through the site, as outlined in the work completed to date through the HCD public planning process.
The public hearing will be held on Monday, August 25, 2008 at 6:00pm in the Arthur Hammar Conference Room, at the Division of Planning and Development, JFK Civic Center, 2nd Floor, 50 Arcand Drive, Lowell, MA 01852. Information relative to the proposed amendment is available for public viewing at the Division of Planning and Development, from Monday through Friday, 9:00 a.m. to 5:00 p.m., or by contacting James Errickson, Urban Renewal Project Manager, at 978-446-7200.
Please note that the JAM Plan is a mechanism or tool being used to ensure the development of the Hamilton Canal District as developed through the public planning process. The above outlined hearing will discuss the JAM Plan amendments necessary to establish this tool. The hearing will not discuss the details of the current proposed Hamilton Canal District project, except as outlined above.

A public hearing will be held for all interested persons relative to proposed changes to the Jackson/Appleton/Middlesex Urban Revitalization and Development District (JAM Plan) in Lowell. The proposed changes include the extension of the JAM Plan boundaries to include the following parcels: 256.1, 256.2, 256.5, 256.6, 256.7 & 256.8 Market Street. These parcels will be designated as acquisition and disposition parcels under the plan with a proposed land use and zoning of mixed-use. Additional parcels within the Hamilton Canal District site will be designated as disposition parcels in order to facilitate and support the development of the Hamilton Canal District project and the State Judicial Court complex. All proposed changes are being proposed to facilitate and support the construction of the Hamilton Canal District project and the State Judicial Court complex.
